To provide a function for limiting use of communication capacity in a case where the communication capacity is transferred regarding a radio communication line whose communication capacity is limited.SOLUTION: A communication capacity management device comprises a discrimination part for discriminating whether communication capacity can be transferred between a first radio communication line and a second radio communication line.
