To provide cell dispersion devices and cell dispersion apparatus capable of efficiently dispersing into individual cells cell aggregates in which cells are aggregated.SOLUTION: A cell dispersion device 100 has a container 10. The container 10 has a circular bottom surface and a cylindrical side surface, and serves to hold a processing liquid W inside. The container 10 comprises a spindle 12 rising from the center of the bottom surface, and rotatably supports a rotating body 20 described later at a tip of the spindle 12.
