To provide a concept dictionary creation device capable of creating a set of expressions that can be regarded as the same concept (set) under a certain intention.SOLUTION: A concept dictionary creation device in an embodiment includes: a problem presentation part; an expression acquisition part; and a concept set creation part. The problem presentation part presents a problem which requests for rephrasing a first expression included in a sentence with another expression which represents an identical concept under the intention of the sentence. The expression acquisition part acquires a second expression which is input responding to the problem.
