To provide a vehicle control apparatus, a vehicle control method, and a program, which are capable of improving a user convenience.SOLUTION: A vehicle control apparatus includes: an image pickup part for imaging a surroundings of a vehicle; a recognition part for recognizing a surrounding environment of the vehicle on the basis of an image imaged by the image pickup part; an operation control part for controlling at least one of steering and acceleration-deceleration of the vehicle on the basis of output information of the recognition part; an external operator to be operated from outside of the vehicle; and an obtainment part for obtaining operation content received by the external operator.
