A second storage medium unit 3a of the identification medium 3 stores second authentication information 3a1. A settlement determination unit 4d of the management server 4 determines a settlement permission on the basis of collation information 4c1 stored in a collation information storage unit 4c when a storage medium reading unit 4a reads the first authentication information 2b1 and the second authentication information 3a1. If the settlement permission is determined, a settlement permission communication unit 4b sends a settlement permission command to a settlement permission unit 2a of the portable settlement terminal 2.
