Summary:To improve the quality of video transmitted using a plurality of IP communication paths via a wireless communication path.SOLUTION: A video transmission device includes: a plurality of wireless communication units for establishing a wireless communication path of different wireless communication systems; a wireless measurement unit for measuring a communication quality value of the wireless communication path; a plurality of IP communication units provided corresponding to each of the plurality of wireless communication units for establishing an IP communication path between video receiving devices via the wireless communication path corresponding to the IP communication unit with a different IP address for each IP communication unit; an IP measurement unit for measuring a communication quality value of the IP communication path; a communication path quality determination unit for determining the total communication path quality on the basis of the combination of the communication quality value of the wireless communication path and the communication quality value of the corresponding IP communication path; and a transmission control unit for transmitting video data to the video receiving device using a plurality of IP communication paths.
