Summary:To efficiently monitor the moving status of a moving body.SOLUTION: A designing device 100 accepts a specification for the communication sensitivity of a beacon communication device 110, a region 101 where the beacon communication device 110 is placed, and a condition on an interval in which the beacon communication device 110 to be activated is present within the region 101. The designing device 100 divides, on the basis of the specified communication sensitivity, the specified region 101 into a plurality of segments as indicated by a reference numeral 102. The designing device 100 specifies, in the plurality of divided segments, a movement route 103 for a movement from the first segment to the second segment.
