Summary:To avoid the limitation of a communication band for a user with a small traffic as much as possible, and prevent reduction in the use efficiency of a communication line when the communication band of the best-effort communication line is controlled to be fair among users.SOLUTION: A communication control device monitors traffic of each flow input to a communication line at a predetermined monitoring cycle. When the total traffic volume of the flows obtained as a result of the monitoring exceeds a predetermined threshold, the communication control device restricts the communication band according to the traffic volume up to the N-th flow in descending order of the traffic volume input to the communication line. On the other hand, the communication control device does not restrict the communication band for flows lower than the upper N ranks.SELECTED DRAWING: Figure 1 【課題】ベストエフォートの通信回線の通信帯域を各ユーザ間で公平になるよう制御する際に、通信量の少ないユーザに対する通信帯域の制限をできるだけ避け、かつ、通信回線の利用効率の低下を防止する。【解決手段】通信制御装置は、所定の監視周期で、通信回線に入力されるフローそれぞれの通信量を監視する。そして、通信制御装置は、当該監視の結果得られたフローそれぞれの通信量の合計が所定の閾値を超える場合、通信回線に入力される通信量の多い順に上位N位までのフローに対し、当該フローの通信量に応じた通信帯域の制限を行う。一方、通信制御装置は、上位N位より下位のフローに対しては通信帯域の制限を行わない。【選択図】図1
