To provide a rubber composition for tires which is excellent in on-ice performance and wet performance when formed into a tire, and to provide a tire produced using the rubber composition for tires.SOLUTION: The rubber composition for tires contains 100 pts.mass of a diene rubber, 30-150 pts.mass of silica, 0.5-20 pts.mass of a foaming agent, and 1-25 mass% of a silane coupling agent based on the content of the silica. The diene rubber contains 30 mass% or more of a butadiene rubber and contains a natural rubber or an isoprene rubber. The silane coupling agent is at least one selected from the group consisting of a silane coupling agent 1 represented by a specific formula (1) and a silane coupling agent 2 represented by a specific formula (2).
