Summary:To provide an on-vehicle communication device, a communication program, and a message transmission method in which it is expected to suppress a delay in transmission of a message having a high priority.SOLUTION: An on-vehicle communication device according to the embodiment is connected to another device via a plurality of communication lines, is provided for each of the communication lines, and includes: a plurality of communication units for transmitting and receiving a message via the communication line; a classification processing unit for performing a process of classifying a message to be transmitted to another device into a plurality of groups according to the priority of the message; and a message transmission processing unit for transmitting a message to another device by distributing the message classified into the plurality of groups to one or a plurality of communication units allocated to each group.
