To provide a navigation device capable of creating a route considering ambiguity in human thought.SOLUTION: A navigation device 1 includes an acquisition part 31 and a route creation part 32. The acquisition part 31 acquires at least a departure place, a destination, and chart information used for creating a ship rule. The route creation part 32 creates a route that reduces the total distance when navigating along the route from the departure place to the destination and passes a first navigation area more preferentially than a second navigation area on the basis of the departure place, the destination, and the chart information acquired by the acquisition part 31 when one of at least two divided areas that can be navigated under a predetermined condition is set to be the first navigation area and the other is set to be the second navigation area.SELECTED DRAWING: Figure 1 【課題】人間の思考における曖昧さを考慮したルートを作成可能な航法装置を提供する。【解決手段】航法装置１は、取得部３１と、ルート作成部３２と、を備える。取得部３１は、船舶用のルートの作成に用いる出発地、目的地、及び海図情報を少なくとも取得する。ルート作成部３２は、所定の条件で少なくとも２つに分けられた航行可能領域の一方を第１航行領域とし、他方を第２航行領域としたときに、取得部３１が取得した出発地、目的地、及び海図情報に基づいて、出発地から目的地までルートに沿って航行したときの合計の距離が短く、かつ、第２航行領域よりも第１航行領域を優先的に通過するルートを作成する。【選択図】図１
