Summary:To provide a three-dimensional measuring device, a controller, and a robot system with which it is possible to three-dimensionally measure an object with good accuracy.SOLUTION: The three-dimensional measuring device comprises: a human sense information acceptance unit for accepting information from a human sensor that detects persons within a detection range; a laser beam irradiation unit for irradiating an area that includes an object with a laser beam; an irradiation control unit for controlling the output of the laser beam irradiated from the laser beam irradiation unit to a first output and a second output that is lower than the first output; an imaging unit for imaging the object irradiated with the laser beam and acquiring image data; and a point cloud data generation unit for generating, on the basis of the image data, the three-dimensional point cloud data of the area that includes the object.
