Summary:To provide a robot control device and a robot system having excellent safety.SOLUTION: A robot control device, which connects a three-dimensional measurement device for performing three-dimensional measurement of an object using laser light to a person detecting sensor for detecting a person on the basis of an image having a detection range including the object photographed, comprises: a person detecting signal receiving part that receives a signal indicating that a person is in the detection range from the person detecting sensor; and a robot arm control part that controls a robot arm on the basis of the signal.
