Summary:To provide a holding seal material for securing excellent winding property even if a plurality of mats are laminated thereon, and to provide a method of manufacturing the same and an exhaust emission control device.SOLUTION: A holding seal material 10 includes a first mat 20 and a second mat 30 each having a planar-view approximately rectangular shape, and a joint part 40 for joining the first mat 20 and the second mat 30. The first mat 20 has a first surface 21 and a second surface 22 opposite to the first surface 21. A plurality of slits 23 are provided ranging from the first surface 21 to the second surface 22. The plurality of slits 23 includes a first slit 23a provided ranging from the first surface 21 to the second surface 22 so as to reach the middle position of the thickness of the first mat 20, and a second slit 23b provided passing through the first mat 20 so as to reach the middle position of the thickness of the second mat 30. When the holding seal material 10 is wound on an exhaust gas treatment body 130, the slits 23 are enlarged to secure excellent winding property and good workability.SELECTED DRAWING: Figure 5 【課題】複数枚のマットが積層された保持シール材であっても、優れた巻き付け性を確保する保持シール材、保持シール材の製造方法及び排ガス浄化装置を提供する。【解決手段】保持シール材１０は、平面視略矩形状の第１のマット２０と第２のマット３０と、第１のマット２０及び第２のマット３０を接合する接合部４０と、を備える。第１のマット２０は、第１の表面２１と当該第１の表面２１に対向する第２の表面２２を有し、第１の表面２１から第２の表面２２に向けて、複数の切れ目２３が設けられる。複数の切れ目２３は、第１の表面２１から第２の表面２２に向けて、第１のマット２０の厚みの途中位置まで到達するように設けられた第１の切れ目２３ａと、第１のマット２０を貫通するとともに、第２のマット３０の厚みの途中位置まで到達するように設けられた第２の切れ目２３ｂとを含む。保持シール材１０を排ガス処理体１３０に巻き付ける際、切れ目２３が拡大して優れた巻き付け性及び良好な作業性を確保することができる。【選択図】図５
