To prevent blocking of travel of a vehicle in an intersection road.SOLUTION: Each of vehicle control devices 10, 10a mounted on own vehicles M1 and controlling the own vehicles comprise: an intersection information detection unit 20, 20a that detects information about intersections Cr1, Cr2, Cr3 where the own vehicle travels, the intersection information detection unit having a travel path detection unit 21 that detects a travel route Pa1 where the own vehicle is traveling, and an intersection road detection unit 22 that detects an intersection road Pa2, Pa3 intersecting the travel route; an operation detection unit 30 that detects an expected operation involving movement of the own vehicle at the intersection; and a standby position setting unit 50 that sets a standby position SP where the own vehicle is made to standby at the intersection until a situation where the operation can be performed is brought about.
