To precisely decide, when the attribute of a person is decided on the basis of an image in each frame, the attribute of the person even if an event that affects the recognition of the attribute continues across the multiple frames.SOLUTION: An attribute deciding device 3 includes a person recognizing unit 11a, a person identifying unit 11b, and an attribute deciding unit 11c.
