Summary:To provide a centralized management device capable of flexibly adjusting various performances when calculating an index for controlling to-be-adjusted power to target power.SOLUTION: A central management device MC1 is used for managing a power control device for controlling output power on the basis of an optimization problem using a control index for controlling to-be-adjusted power to target power. The centralized management device MC1 includes: a target power setting unit 11 for setting the target power; adjustment target power detection means (interconnection point power detection unit 12) for detecting the adjustment target power; an index calculation unit 13 for calculating the control index based on the power to be adjusted and the target power; and a transmission unit 14 for transmitting the control index to the power control device. The index calculation unit 13 uses a deviation between the adjustment target power and the target power as an input signal and calculates the control index based on a state equation obtained by converting a first transfer function with the control index as an output signal from a transfer function representation to a state space representation.
