Summary:To provide a voice quality degradation point estimation device capable of estimating a point where voice data quality is degraded on a communication route.SOLUTION: A storage unit 81 stores communication packets that are acquired by a communication device in which an observation point is set and are transmitted from a voice terminal. A delay time calculation unit 82 calculates delay time from the voice terminal to the observation point on the basis of the communication packets. A fluctuation calculation unit 83 calculates a fluctuation degree at the observation point on the basis of the communication packets and the delay time.
