Summary:To improve robustness to an error in radio communication which is performed between an on-vehicle device and a ground device.SOLUTION: An on-vehicle device is mounted on a vehicle, and comprises at least one directional variable antenna, a calculation part, a control part, and a vehicle radio part. The calculation part acquires a travel position of the vehicle. The control part determines an antenna pattern of the directional variable antenna on the basis of an installation position of a ground device as a communication object and the acquired travel position.
