Summary:To provide a vehicle control device, vehicle control method, and a program, which can determine an efficient route to a destination.SOLUTION: An vehicle control device (100) includes: an acquisition section (134) for acquiring information about a traffic management state of a traffic light on a route of a vehicle; a recognition section (132) for recognizing a peripheral situation of the vehicle; and operation control sections (142, 160) which control acceleration and deceleration and steering of the vehicle on the basis of the peripheral situation of the vehicle recognized by the recognition section.
