To provide an influence degree measuring apparatus and an influence degree measuring method that measure the degree of influence upon others exerted by an influencer.SOLUTION: An influence degree measuring apparatus 10 measures the degree of influence exerted by a moving first target, such as a person or an advertisement vehicle, upon a second target such as a person. The influence degree measuring apparatus at least includes a measuring unit that measures the degree of influence and an output unit that outputs the degree of influence. Specifically, the influence degree measuring apparatus determines whether or not the second target who could be influenced by the first target exists, and determines whether or not there is a reaction from the second target, and on the basis of the determination results, measures the degree of influence exerted by the first target upon the second target.
