Summary:To provide a power control device that can determine whether or not to execute demand response control without making users feel bothersome.SOLUTION: A power control device 100 includes: a reception unit 110 for receiving an external request signal which is a signal transmitted from the outside in order to decrease or increase an amount of power consumption in a building HM; an operation control unit 120 for executing demand response control; a determination unit 140 for determining whether or not to execute the demand response control; and an operation acquisition unit 130 for acquiring an operation content performed by a user in order to change operation of a power consuming apparatus.
