To provide an LED light source unit capable of guaranteeing a predetermined light volume even if multiple units are coupled, while reducing illuminance unevenness, and to provide an LED light-emitting device using such an LED light source unit.SOLUTION: An LED light source unit includes a rectangular unit substrate, multiple LED chips mounted in a predetermined LED chip mounting region set on the surface of the unit substrate, a sealing member filling the LED chip mounting region so as to cover the multiple LED chips, and a dumb provided along the marginal part of the LED chip mounting region.
