Summary:To provide a fuel handling device for carrying in/out fuel assembly capable of reducing fuel exchange work time without requiring deceleration operation during lifting and lowering, and a reactor including the same.SOLUTION: The fuel handling device for carrying in/out a fuel assembly comprises: a traveling truck which travels on travel rails; a crossing carriage configured to cross-travel on the traveling truck; lifting means provided to the crossing carriage for lifting/lowering the fuel assembly; and a drive unit for driving the lifting means.
