To provide a heating tool for giving a high effect feeling with respect to stiffness, fatigue, and pain or the like and giving an excellent immediate effect feeling on them.SOLUTION: A heating tool 1 includes: a first sheet 11 with air permeability; a second sheet 12; a heat generation layer 13 arranged between the first sheet 11 and the second sheet 12; and a medicine layer 16 arranged between the heat generation layer 13 and the second sheet 12. Air permeability from the heat generation layer 13 to the first sheet 11 is set to be higher than air permeability from the heat generation layer 13 to the second sheet 12. The medicine layer 16 is constituted by a medicine composition containing a cool feeling agent and a solvent with a molecular weight being equal to or less than 1,000.
