To provide a seal device which can make a seal easily.SOLUTION: A seal device 100 includes: a seal member 110 having a cylindrical body part 112 in which a diameter gradually reduces from one end toward the other end, and a closing part 114 through which a penetration member 50 penetrates and which closes the other end of the body part 112; and a biasing member 120 which is provided at the inner side of the body part 112 of the seal member 110 and biases the body part 112 to the radial outer side.
