The control device performs encrypted communication to/from the controlled device and acquires identification information for determining necessity of update processing for update target information stored in the controlled device to determine the necessity of the update processing for the update target information. When the update processing is necessary, non-encrypted communication is performed to/from the controlled device, and update information for performing the update processing for the update target information is transmitted to the controlled device. In response, the controlled device transmits the identification information for determining the necessity of the update processing for the update target information stored in the controlled device to the control device by the encrypted communication.
