Summary:To provide a device for treating bathtub water capable of rapidly sterilizing the bathtub water by efficiently generating plasma to shorten a time of treating the bathtub water, and a bathtub apparatus.SOLUTION: A gas phase G is generated in the vicinity of a revolution center of a revolving flow F1 of a liquid L1 by revolving the introduced liquid L1. The device includes: a treatment tank 12 capable of attaching a discharge part 17 to a bathtub 90; a pump 50 capable of connecting to the bathtub, and for introducing a bathtub water 92 held in the bathtub from an introduction part into the treatment tank; a first electrode 30 at least a part of which is disposed in the treatment tank, and contacts the bathtub water in the treatment tank; a second electrode 31 disposed so as to contact the bathtub water in the treatment tank; and an electric power source 60 for having the gas phase generate plasma by impressing a voltage between the first electrode and the second electrode.
