PROBLEM TO BE SOLVED: To provide a monitoring device, method, and program enabling a housemate to swiftly detect wandering when the wandering occurs.SOLUTION: A wandering monitoring device 11 includes: a first wireless receiving unit 17 that receives an identification code from a wireless originator 1 which is carried by a person to be monitored who has a possibility of wandering and which transmits a response signal containing the identification code; an object-of-monitoring record database 14 in which the identification code is registered; and a video interface 15 that outputs video to a connected display 21.
