PROBLEM TO BE SOLVED: To improve economic efficiency and performance.SOLUTION: A hierarchical storage management unit 119 manages a hierarchical storage system 100. A determination part 108 performs, upon obtaining a second file, from a plurality of first blocks obtained by dividing a first file and a plurality of second blocks obtained by dividing the second file, determining whether or not the content of the corresponding blocks duplicates. From such blocks determined not duplicating, the second blocks are stored into a high-speed storage part 104 by a first read-write part 109, while the first blocks are moved to a low-speed storage part 115 by a first moving part 110.
