Summary:PROBLEM TO BE SOLVED: To determine whether or not an operation or a state of an object controlled by an artificial intelligence is an operation or a state which may bring any unsatisfactory result.SOLUTION: According to an embodiment of the present invention, a determining apparatus has an acquiring unit and a determining unit. The acquiring unit acquires input data indicating a result of observation of an operation or a state of an object controlled by a first artificial intelligence in which a first learning result is set which is obtained through a first machine learning including control of an operation or a state of the learning object by a learning artificial intelligence.
