Summary:PROBLEM TO BE SOLVED: To provide a technique for constructing an electromagnetic wave conversion plate in a single layer.SOLUTION: In an electromagnetic wave conversion plate, a unit periodic structure so that a plurality of unit cells including conductive structures that are formed by a conductive material enveloped in a regular square in which a wavelength of an incident electromagnetic wave is a length of one side, and have the similar size is one-dimensionally arranged while changing a value of a structure parameter in regards to a form of the conductive structure in each unit cell is two -dimensionally arranged.
