Abstract PROBLEM TO BE SOLVED: To efficiently use a band by avoiding redundant transmission of data having the same content.SOLUTION: A communication system includes: a plurality of subscriber side optical line terminal devices to which terminal devices are connected; and an office side optical line terminal device connected to the subscriber side optical line terminal devices by a multiplex distributor. When a terminal device connected to any subscriber side optical line terminal device transmits a distribution request signal for requesting reception of data from the outside; the office side optical line terminal device, if the office side optical line terminal device is transmitting data having the same content as that of the data to another terminal device, transmits the data during the transmission as broadcast distribution to the multiplex distributor without transmitting data corresponding to the distribution request signal.
