Summary:PROBLEM TO BE SOLVED: To improve reliability of a communication system using a quantum key delivery technology.SOLUTION: A communication device comprises a plurality of quantum key delivery parts, a plurality of communication parts, a monitoring part and a switching part. A key delivery part has a quantum key delivery function to share a quantum key with an external delivery device. A communication part communicates with the external communication device by using a quantum key. The monitoring part monitors an operation state which is at least one among a light quantum transmission/receiving state in the quantum key delivery function, a quantum key generation state and a quantum key acquisition state.
