Summary:PROBLEM TO BE SOLVED: To provide an image forming apparatus that can prevent an excess carrier from overflowing without an increase in a service cost.SOLUTION: An image forming apparatus 100 comprises: an image carrier 13; a developing device 16 that uses a liquid developer; a carrier retention tank 32 in which a carrier is retained; and recovery means 32 that recovers a carrier not transferred to a recording material and returns the carrier to the carrier retention tank 32.
