Summary:PROBLEM TO BE SOLVED: To reduce a processing load at radio fault analysis.SOLUTION: A gateway 10 includes: a valid parameter determination unit 40 which determines a valid parameter, on the basis of the values of a plurality of parameter types, indicative of radio quality with a sensor node, stored in a radio state DB 32; and an analysis unit 42 which classifies the parameter values collected in a predetermined period, among the parameter values determined to be a valid parameter, into a plurality of clusters, so as to analyze radio quality deterioration on the basis of the plurality of classified clusters.
