PROBLEM TO BE SOLVED: To enable random access even if GOP length is increased.SOLUTION: A P picture which is used as a randomly accessible access point is encoded as an access point P picture on the basis of an I picture at a head in a video information unit to which the P picture belongs or a previous P picture predicted without using a B picture.
