Summary:PROBLEM TO BE SOLVED: To provide a reading device that can smoothly incline a reading element while moving the reading element between a first transparent member and an inclined second transparent member with less impact and friction, is inexpensive, and does not easily fail, and an image forming apparatus.SOLUTION: A holding member 43 holding a flat bed contact glass 41 and a DF contact glass 42 provided in an inclined state includes a frame-like surface part 43d that projects toward an integrated optical scanning unit 47 with respect to a surface of the flat bed contact glass 41 on the integrated optical scanning unit 47 and has a portion close to the flat bed contact glass 41 smoothly connected to a plane part 43c.
