PROBLEM TO BE SOLVED: To reduce a load on a base station without imposing a load on a specific terminal.SOLUTION: A terminal device can communicate with a base station, and includes an acquisition unit, a request unit, and a communication unit. When the terminal device participates in a group of one or more terminal devices sharing identification information used in communication with the base station, the acquisition unit acquires the identification information used by the group and state information representing whether utilization authority of the identification information is assigned to the terminal device. If it is determined by using the state information that the utilization authority is not assigned, the request unit requests the utilization authority of another terminal device in the group when the terminal device acquires data to be transmitted to the base station.
