PROBLEM TO BE SOLVED: To provide a radio base station and a communication control method that can achieve appropriate control according to the operation state of a user device even if upper layer functions such as a MAC scheduler and radio physical layer functions are separated and implemented.SOLUTION: An operation state notification unit 217 notifies an extension device 260 of the operation state of a user device 300 managed by a central aggregation device 210.
