PROBLEM TO BE SOLVED: To provide a vehicle lighting device which can improve thermal conductivity between a light-emission module and a socket: and to provide a vehicle lamp.SOLUTION: A vehicle lighting device includes: a plate-like flange; a mounting part fitted to one surface of the flange and having a first recessed part open to an edge surface on a side opposite to the flange side; a bayonet provided on a surface intersecting with the edge surface of the mounting part; a light-emitting module provided on a bottom surface of the first recessed part and having a light-emitting element; and a trace part which is provided on at least either of a surface intersecting with the surface where the mounting part of the flange is provided, a surface intersecting with the edge surface of the mounting part, the bottom surface of the first recessed part and a surface of the bayonet on a side opposite to the mounting part side, and which corresponds to at least either of projections, recessions or rough-surface areas.SELECTED DRAWING: Figure 5 【課題】発光モジュールとソケットとの間の熱伝導性を向上させることができる車両用照明装置、および車両用灯具を提供することである。【解決手段】実施形態に係る車両用照明装置は、板状のフランジと；前記フランジの一方の面に設けられ、前記フランジ側とは反対側の端面に開口する第１の凹部を有する装着部と；前記装着部の前記端面と交差する面に設けられたバヨネットと；前記第１の凹部の底面に設けられ、発光素子を有する発光モジュールと；前記フランジの前記装着部が設けられる面と交差する面、前記装着部の前記端面と交差する面、前記第１の凹部の底面、および、前記バヨネットの前記装着部側とは反対側の面の少なくともいずれかに設けられ、突起、凹み、および面が荒れた領域の少なくともいずれかである痕跡部と；を具備している。【選択図】図５
