Summary:PROBLEM TO BE SOLVED: To improve load distribution effect in a wireless communication system.SOLUTION: In a wireless communication system having a plurality of base stations and a plurality of mobile terminals, cells are defined as areas capable of receiving a wireless signal transmitted from a base station, and a mobile terminal belongs to any one cell and performs data communication.
