PROBLEM TO BE SOLVED: To make composite observation at an appropriate detection level in conformity to the required care level of an individual observed person and allow accurate emergency notice to be given.SOLUTION: A watching system comprises a terminal (0001) of an observed person such as an elderly person, terminals (0002)-(0004) of particular people such as the family of the observed person, a guardian, or a doctor in charge, and a watching server (0005) capable of communicating with the terminals (0001)-(0004) via a network. The watching server (0005) sets an emergency notice condition corresponding to the required care level of an individual observed person, and gives emergency notice when a detection level by various observation apparatuses connected with the terminal (0001) of the observed person satisfies the prescribed emergency notice condition.SELECTED DRAWING: Figure 1 【課題】 個々の被観察者の要介護度に合わせて適切な検知レベルで複合的な観察を行なって精度の高い緊急発報が行えるようにする。【解決手段】 老人等の被観察者の端末（０００１）と、被観察者の家族、保護者或は主治医といった特定者の端末（０００２）〜（０００４）と、ネットワークを介して前記各端末（０００１）〜（０００４）と通信可能な見守り用サーバー（０００５）とで構成された見守りシステムであって、見守り用サーバー（０００５）で個々の被観察者の要介護度に対応する緊急発報条件を設定し、被観察者端末（０００１）に接続した種々の観察機器による検知レベルが所定の緊急発報条件に達した際に緊急発報を行なう。【選択図】 図１
