Summary:PROBLEM TO BE SOLVED: To provide a monitoring device for determining whether an operation state of a disaster prevention facility is in an expected state.SOLUTION: A monitoring device 42 for monitoring disaster prevention facilities includes an estimation part for estimating an operation state of a disaster prevention facility corresponding to a received signal, and a determination part 424 for determining whether the operation state of the disaster prevention facility estimated by the estimation part coincides with an actual operation state of the disaster prevention facility based on the signal. An information processing system including the disaster prevention facilities and the monitoring device 42 for monitoring the disaster prevention facilities includes a processing part which operates on the basis of the received signal.
