PROBLEM TO BE SOLVED: To provide an image generation system, a program and the like which can suppress generation of an improper character image due to incorrectness of skeleton recognition with skeleton information.SOLUTION: An image generation system includes: a subject information acquisition unit which acquires skeleton information on a subject on the basis of sensor information from a sensor; a character processing unit which performs processing for making a character move on the basis of the skeleton information on the subject; and an image generation unit which generates an image of the character.
