PROBLEM TO BE SOLVED: To improve convenience of a terminal device for a shelf warehousing/delivery management system.SOLUTION: A control part 33 of a terminal device 3 for a shelf warehousing/delivery management system includes a counting unit 33b for counting the number of pulses of pulse signals if a control signal SC input from an output circuit 11 of a control apparatus 10 is a pulse signal which has an ON period less than a predetermined period (a first period) and changes on and off.
