Summary:PROBLEM TO BE SOLVED: To solve the problem of an existing M2M method system that protection of radio of standby configuration discriminator is lacking, information of a high reliability state of a M2M adaptive device is not utilized in authentication, registration, and provisioning of the M2M adaptive device, safe change of a subscription operator is not guaranteed for the M2M adaptive device, safe updating of software and firmware or reconfiguration of the M2M adaptive device is not provided, and further, unauthorized change to the M2M adaptive device is not detected and there is no reaction to the unauthorized change.SOLUTION: Safe provisioning of machine to machine (M2M) and a method and apparatus for communication are disclosed. A temporary private discriminator or temporary connection discrimination (PCID) is also disclosed for uniquely discriminating a machine to machine equipment (M2ME). Further, the method and apparatus used when validating, authorizing, and provisioning M2ME are also disclosed.
