PROBLEM TO BE SOLVED: To enable a quick and certain safety confirmation work using entering/leaving information managed by an entering/leaving management system even when the entering/leaving management system stops functions due to power failure or the like at the occurrence of a disaster.SOLUTION: The entering/leaving management system generates and manages entering/leaving information by a center device 10 on the basis of user identification information of an IC card read by a card reader 18 for entering/leaving or the like. A plurality of safety confirmation terminals 24 are connected to the center device 10, and the entering/leaving information of the center device 10 is updated and recorded without delay at any time or in each predetermined cycle. When the safety confirmation terminal is disconnected from the center device 10 so as to be carried out at the occurrence of a disaster, the safety confirmation terminal 24 generates entering/leaving information by attaching information indicating an evaluation status of an in-building person to the entering/leaving information recorded at that time. Also, the safety confirmation terminal 24 collects the entering/leaving information from the other one or more safety confirmation terminals so as to be merged with its own entering/leaving information, and generates and displays the entering/leaving information including the information indicating the evacuation status of the in-building person.SELECTED DRAWING: Figure 2 【課題】被災により入退出管理システムが電源ダウン等で機能を停止しても、入退出管理システムで管理している入退出情報を利用した迅速且つ確実な安否確認作業を可能とする。【解決手段】入退出管理システムは、入退出用カードリーダ18等で読み取られたＩＣカードの利用者識別情報に基づいてセンター装置10で入退出情報を生成管理する。センター装置10に複数の安否確認端末24が接続され、センター装置10の入退出情報が随時遅延なくまたは所定周期毎に更新記録される。安否確認端末24は、センター装置10との接続を外して持ち出された被災時に、そのとき記録されている入退出情報に在館者の避難状況を示す情報を付加した入退出情報を生成する。また、安否確認端末24は、他の１又は複数の安否確認端末から入退出情報を収集して自己の入退出情報とマージし、在館者の避難状況を示す情報を含む入退出情報を生成表示させる。【選択図】図２
