PROBLEM TO BE SOLVED: To provide a control system, a control method, and a program that are capable of controlling output of a power generation system more flexibly for output suppression.SOLUTION: A control system 1a is a control system for acquiring output suppression information on output suppression of a power generation system 2 of a user facility to control a power generation system 2. The control system 1a comprises: a first acquisition unit 11 for acquiring the output suppression information; a second acquisition unit 12 for acquiring associated information associated at least either of an attribute of the power generation system 2 and power consumption of the user facility; a communication unit 14; and a control unit 15.
