PROBLEM TO BE SOLVED: To provide an electric discharge crusher which has high performance with reduced energy consumption, and an electric discharge crushing method.SOLUTION: An electric discharge crusher for crushing an object to be crushed, which is mounted on a processed product held by upper and lower electrodes, by use of pulse discharge comprises: a container 20 which can be filled by a liquid; an upper electrode 31 and a lower electrode 32 which are located in the liquid in the container 20; a pulse power source 40 which generates pulse discharge by applying a high voltage pulse between the upper electrode 31 and the lower electrode 32; and an air bubble generator 50 which generates air bubbles in the liquid.
